All Silver ranks are reserved for the newcomers to the game, but the 4th stage is closer to the intermediate/middle level. In CS2, there are two different ranking systems. The older one is for a Competitive mode, while Premier has a new ELO approach. If we convert the Silver 4 in CS2 into the ELO system (as in Premier mode), it should be something between 3000 and 4000 points. In terms of hours spent on the game, it’s usually 200 or more, except if you had enough shooting practice beforehand.
